Active Query Builder WinForms Edition v.1.9.0.171

Below is the list of fixes and improvements in Active Query Builder WinForms Edition v.1.9.0.171.

+ Now it is possible to change join type via context popup menu.
= MS Access: query parameters parsing is improved.
- Localizer.LoadLanguageFromFile() was opening language files with read/write
  access that caused problems in Windows Vista when the customer application
  installed in "C:\Program Files".
- Procedure properties dialog was placed in the top left corner of the desktop.
  Resizing behavior is fixed also.
- Incorrect string quotation in some criteria is fixed.
- Query builder has been added empty brackets to a parameterless stored
  procedure dropped on the diagram pane. Fixed now.
- MySQL: Missing "QUARTER" and "WEEK" functions are added.
- Parsing of 'True' and 'False' in conditions is fixed.
